Strengthening safe system–based road safety capacity with the Indonesian Traffic Police

DRSC offers expertise in road safety capacity building to Indonesian Traffic Police.

In November 2025, DRSC offered its expertise in road safety capacity building to a delegation of visiting Indonesian Traffic Police to the Netherlands.  

Led by DRSC Director Teije Gorris and drawing on its network of road safety experts, DRSC facilitated a session which aimed to support the Indonesian Traffic Police in strengthening the implementation of Indonesia’s National Road Safety Plan (RUNK) by sharing international experience on Safe System–based enforcement, data‑driven decision‑making, and governance. The focus was on translating global best practice into approaches that are feasible, credible and effective within the Indonesian context.  

The interactive discussions and expert presentations led by DRSC course lecturer Philip Weijers and Nash Aqlan from SensysGatso as well as Board Chair Henk Stipdonk included an introduction to the Safe System approach and the role of enforcement within a broader road safety system. This included enforcement theory and practice, including speed management, deterrence and behavioural change, and how to use traffic crash data for developing and prioritising effective policy interventions.  

Participants explored how enforcement can move from volume‑based approaches toward targeted action focused on high‑risk behaviours and locations, supported by reliable data. The use of crash, speed and offender data was discussed in depth, including common pitfalls such as under‑reporting and bias, and how these can be managed pragmatically. The session also reinforced the importance of aligning enforcement with credible speed limits, road design, education and institutional coordination, in line with Safe System principles.  

The exchange provided a foundation for continued dialogue on data‑informed enforcement strategies and Safe System implementation under RUNK. Potential follow‑up may include further technical exchanges, tailored training inputs, and exploration of how DRSC alumni and Train‑the‑Trainer approaches could support longer‑term capacity building within the region.
