Practitioners from Intendencia de Montevideo complete Safe System training programme
Twenty-five engineers, architects and project managers from the Intendencia de Montevideo and partner organisations have completed a tailor-made Safe System training programme delivered by Delft Road Safety Courses. The programme ran online from June to August 2026 and concluded with a three-day classroom week in Montevideo from 18 to 20 August.
The online part covered road safety as a global challenge, speed and crash risk, road classification and network design, human factors, and the integration of road safety into municipal planning and budgets. Lecturers included Govert Schermers, Fred Wegman, Attila Borsos, Segundo López, Saúl Alveano, Emma MacLennan and Fiona Fylan. The classroom week, led by Paula Marchesini with Hilda Gómez and Teije Gorris, combined working sessions with fieldwork. Participants worked in five teams on Safe System analyses of real Montevideo corridors: Avenida Batlle y Ordóñez–Batlle Berres, Avenida Belloni, the BRT corridor on 18 de Julio and Avenida Italia, and Avenida Juan Carlos Blanco.
The first evaluation results are encouraging. Participants rated the course as a whole at 9.1 out of 10 and the classroom week at 9.4. Every respondent so far agreed that the content has practical value for their work, and every respondent intends to apply the Safe System approach more than before the course. Asked what they will do in the next six months, participants named the preparation of the departmental road safety plan for Montevideo, proposals to revise urban speed limits, pilot interventions, all-red and leading pedestrian intervals at signalised crossings, and the application of Safe System criteria in day-to-day design work.
The programme was coordinated locally by the Centro de Gestión de Movilidad.
